Notice from Alaskan Way Viaduct and Seawall Replacement Program

Dear Neighbor:

Drilling crews working for the Washington State Department of Transportation are continuing to study the soil underneath city streets in preparation for replacing the central section of the Alaskan Way Viaduct. We are examining an alternative for this replacement that would move SR 99 into a bored tunnel beneath downtown.

During the week of January 4, crews plan to drill test holes at several locations in the Belltown neighborhood to locate utilities. After drilling the test holes, crews will begin more extensive drilling to obtain soil samples at each location.

What you can expect
The drilling to locate utilities will take approximately one business day. Crews will use a concrete saw to create a small hole at the following locations:
In the sidewalk on Third Avenue south of Bell Street.
In the parking lane on Fifth Avenue north of Battery Street.
In the parking lane or sidewalk on Fifth Avenue north of Wall Street.
Crews will return later in the week to begin more extensive drillings at these locations. They will excavate a hole approximately 170 feet deep and block off a work zone of 120 feet at each site. During drilling in the parking lanes, several parking spaces will be unavailable adjacent to the work zone around the clock. If crews must drill in the sidewalk, they will attempt to maintain a pedestrian walkway around the work zone. When drilling is complete, crews will restore and reopen the parking lane and sidewalk.

Construction schedule and noise
Work will typically occur from 8 a.m. to 5 p.m., Monday through Friday, and is expected to last approximately 5 to 15 business days. Work hours may include weekends if necessary to complete the soil sampling on time. This work will produce vibrations and noise but will not exceed the limits established by the City of Seattle noise ordinance for daytime outside construction activities.

Free Tree Recycling Dec. 26 – Jan. 10

Seattle residents who subscribe to curbside food and yard waste collection can put their trees and greens out on their regular collection day at no extra charge from Dec. 26, 2009 to Jan. 10, 2010. Trees should be cut into sections of six feet long or shorter, with branches trimmed to less than four feet to fit into the collection trucks. Sections should be bundled with string or twine.

Trees that are flocked and/or have tinsel or ornaments will be collected as extra garbage. Customers will need to cut the tree into three-foot pieces and each piece will be charged as extra garbage. Each unit of extra garbage costs $7.60. Plastic trees are not recyclable.

Seattle residents can also drop off their holiday trees and greens for free at Seattle Public Utilities’ North and South Recycling and Disposal stations between Dec. 26, 2009 and Jan. 10, 2010. The North Recycling and Disposal Station is located at North 34th Street and Carr Place North. The South Recycling and Disposal Station is located at 2nd Avenue South and South Kenyon Street. The stations are open daily from 8:00 a.m. to 5:30 p.m.

To be accepted at the transfer stations, tree sections must be cut to eight feet or less in length and the trunk must be four inches or smaller in diameter. The limit is three trees per vehicle. Only trees without flocking or decoration may be disposed of free of charge.
