Elevator Rules and Guidelines During Modernization Project
During April through September of 2008 the Grandview will be modernizing its two elevators with each elevator sequentially being inoperative for approximately half of the duration. The modernization is being done for three main reasons:
- ensuring the safety of the elevators and thereby, all residents
- updating the operating software and running gear for more efficient and reliable service
- maintaining/increasing the net worth of the building and hence improving the value of all units
While there will most certainly be inconveniences due to only a single elevator being available for most of the project’s duration, we sincerely hope that all residents will make the best of the situation in light of the benefits this modernization will bring. The Grandview Condominium House Rules for Elevator usage (p. 4-5) and related regulations will continue to apply in their entirety except as modified and supplemented below.
RULES:
Temporary restrictions will be placed on elevator usage which will affect move in/out, remodeling, and the transport of over-sized items. In general, any dedicated elevator usage which would normally require reserving the elevator should be postponed. When postponement is impossible, the rules listed below will be followed:
1) Residents will be required to schedule move in/out with the Resident Manager at least 72 hours in advance of anticipated use. If the owners fail to provide this notification they will be denied elevator use for the move, or if persisting in the move, be assessed a fine at the discretion of the Association Board.
2) Residents will be notified of an authorized move in/out by a notice posted in the elevator announcing with date/time specificity that an officially scheduled move in/out may result in the one operational elevator incurring delays. The persons moving in/out may not unreasonably retain the elevator and will not have exclusive elevator key-control as is normally granted.
3) During the time that the large/service elevator (Elevator #2) is under modernization, elevator usage may be subject to additional restrictions, particularly related to the moving of over-sized items. Coordinating the moving of such items will also require advanced 72 hour notification, and approval may be denied if such arrangements are cost or convenience prohibitive. It must be recognized that such elevator usage may have cost and/or time-extension impacts to the modernization contract, and accordingly, great discretion will be exercised in granting such approvals.
4) The regular hours of 9am-4pm Monday through Friday for move in/out will apply. In an attempt to increase the time available for move in/out and to spread the load on the single available elevator, move in/out will also be considered for times outside the above limits as may be proposed in the approval process noted in 1) above. Granting such approval for off-hour move in/out will consider the extent of the move and the proposed time and duration of the move, and will be at the sole discretion of the Resident Manager.
5) Regularly assessed damage deposits of $200 for move in/out and $250-$750 for remodeling will apply in accordance with standing House Rules.
GUIDELINES:
The following are suggestions for elevator use, which if broadly adopted by all residents, will minimize the adverse impacts from the modernization project. Like condominium living itself, the ease with which we endure the project’s inconveniences will be in a large measure related to our exhibiting a collaborative and cooperative spirit.
A) The successful accommodation of requests as noted in the above Rules will in part be related to the timeliness of filing the request. Making your intentions known as far in advance as possible will only increase the likelihood, but not necessarily the guarantee, of request accommodation.
B) All residents should plan ahead and consolidate what may otherwise be multiple elevator trips (recycling, mail, garage, etc.) into a single trip.
C) When possible, residents should plan elevator use for recycling, mail retrieval, etc. during hours to avoid high-use times (morning and late afternoon) associated with leaving to, and returning from, the normal work day.
D) Residents should use stairways when possible, particularly for travel distances of only a few floors or between the garage levels and the main lobby.
E) Residents should be considerate and “hold” the elevator for others just arriving. Not only will they appreciate it, but in consolidating such travel the total trip demand will be reduced accordingly.
